A new report from the Iowa Policy Project organization says Iowa’s voluntary Nutrient Reduction Strategy isn’t working and suggests a tax on fertilizer to help fight nonpoint source pollution and improve water quality.

The report notes nitrogen and phosphorus fertilizer are not subject to Iowa’s six percent sales tax. Canceling that exemption and imposing taxes on fertilizer, the report says, would raise almost 111 million dollars per year.

“Taxing the chemicals that pollute Iowa waters follows the polluter pays concept that is standard in much of environmental legislation,” the report says.
