Mark Stephenson with the University of Wisconsin Center for Dairy Profitability says the timing of the shutdown means the USDA’s Farm Service Agency will need time to finish writing the rules and implementing the new programs when the shutdown is over. “I’m Imagining that this program, even when Farm Service Agency gets a chance to sit down and write those implementation rules, we’re still talking about two and maybe three months out.”
And with delays for everything from cold storage and sale reports to implementing new programs, Stephenson believes there will be some catching-up for both USDA and producers.
