A Missouri farmer has been confirmed by the U.S. Senate to lead the Army Corps of Engineers. R.D. James farms in New Madrid, in southeast Missouri, where he manages cotton gins and grain elevators.
James has been a civilian member and engineer on the Mississippi River Commission, appointed by President Reagan in 1991. The commission guides the Corps of Engineers on river issues, including infrastructure.
James has served as president of the Southern Cotton Ginners and is a New Madrid County Outstanding conservation farmer.
