Former Texas Congressman “Kika” de la Garza, long-time chairman of the House Agriculture Committee, has died at the age of 89.
The South Texas Democrat went to Congress in 1965 and became chairman of the House Agriculture Committee in 1981. He chaired the committee until 1995, when Republicans took control of the House of Representatives. He remained on the ag committee as ranking member for one term and retired at the end of 1996.
