House Bill 1001
Author: Rep. Doug Miller (R, IN-48) and co-authored by Rep. Timothy O’Brien (R, IN-78) and Rep. Tony Isa (R, IN-51).
Basics: Revises the allocation of money available for making loans from the residential housing infrastructure assistance revolving fund.
What it means: This bill passed in a form that was significantly better for home rule than the House originally offered. It removes some of the restrictions around use of residential Tax Increment Financing (TIF), but the sections that would have caused loss of some aspects of local planning and zoning of residential development were removed.
House Bill 1003
Author: Rep. Steve Bartels (R, IN-74) and co-authored by Rep. Doug Miller (R, IN-48), Rep. Kyle Pierce (R, IN-36) and Rep. Wendy Dant Chesser (D, IN-71).
Basics: Creates the Agricultural Promotion and Regulation Task Force to do a comprehensive review of agriculture regulatory framework.
What it means: What began as a task force only comprised of legislators, now includes INFB along with Agribusiness Council of Indiana, Purdue College of Agriculture, Purdue College of Veterinary Medicine, and select members engaged in poultry, dairy, corn, soybeans, swine and beef cattle.
House Bill 1137 (DEAD)
Author: Rep. Julie McGuire (R, IN-93) and co-authored by Rep. Hunter Smith (R, IN-24), Rep. Brad Barrett (R, IN-56) and Rep. Becky Cash (R, IN-25).
Basics: Provides that a public school that participates in a federally funded or assisted meal program: (1) may not serve, sell, or allow a third party vendor to serve or sell a food or beverage that contains certain ingredients on school property on a school day; and (2) shall post any breakfast or lunch menu and ingredients on the school’s website.
What it means: Would have banned 13 ingredients in school foods and beverages, many of which are used in food products to ensure safety and extend shelf life. INFB opposed this bill, and although the bill’s author attempted to insert language into other bills in the second half, ultimately this did not make it through.
House Bill 1333 (DEAD)
Author: Rep. Kendell Culp (R, IN-16) and co-authored by Rep. Jim Pressel (R, IN-20) and Rep. Craig Haggard (R, IN-57).
Basics: Requires a development that is sited on land: (1) in an area zoned agricultural; and (2) comprised of certain capability classes of soils; to be a permitted use.
What it means: Although this bill’s intent was to preserve prime farmland and instead drive large scale development toward less viable land, it contained language that would have eliminated aspects of local planning and zoning to accomplish that goal. INFB opposes any policy that limits local control. With the help of INFB members, that bill did not move forward.
House Bill 1424
Author: Rep. Hunter Smith (R, IN-24) and co-authored by Rep. Robert Morris (R, IN-84), Rep. Matt Lehman (R, IN-79) and Rep. Robb Greene (R, IN-47).
Basics: Allows the executive board of the Indiana Department of Health to adopt rules concerning time temperature control for food safety, but provides that the rules may not be applied to a homestead vendor or small farm vendor.
What it means: Adds another avenue in statute to allow home-based vendors to sell direct from their homes without as many restrictions.
